In 1783 Charleston established itself as a municipal government with the motto, "She guards her customs, buildings, and laws." Charleston is a city of great cultural heritage; with the first public library, 1700, the first public museum, 1773, the first musical society, 1762, and the first municipal college, 1836, in the United States.

Charleston has the largest collection of historic structures in the United States, and was the first city to adopt a historic preservation ordinance.
